House Bill 2354, the “Reproducive Health and Access Act†(RHAA) is the Illinois state-level version of the “Freedom of Choice Act†(FOCA). Abortion providers and their lobbyists devised FOCA as a way to overturn the reasonable restrictions that have been placed on abortion by state legislatures since Roe v. Wade. This current version of FOCA — HB 2354 — would overturn Illinois laws providing sensible regulations on
* third-trimester and late-term abortion
* protecting infants born alive after a botched abortion
* requiring parents to be notified before their teen daughter is taken for an abortion
* requiring that only licensed physicians perform abortions, and
* requiring that abortion facilities maintain the same basic standards that apply to any other ambulatory surgical facility.
Illinois FOCA would also overturn state law protecting health professionals and charitable institutions — like hospitals, schools, and institutions like Catholic Charities — from being forced to participate in abortions and other practices that violate their deeply held religious and moral beliefs. Illinois FOCA forces doctors, nurses, and other health care professionals to decide between their conscience and their jobs — even to the point that these professionals could lose their licenses to practice medicine or nursing.
Even more, Illinois FOCA overturns existing law that allows local school districts to decide the sex ed program appropriate for their communities. Instead, Illinois FOCA mandates “comprehensive†sex ed for all ages (starting at kindergarten), with the requirement that such instruction present and celebrate homosexual, bisexual, and transsexual lifestyles.
